the federation was founded on October 9 2161 by the Humans the Tellarites the Andorians and the Vulcans. later on more and more species joined the Federation.
the First code of the Federation is General Order One or the "Prime Directive" is a code "which forbids any interference in the natural development of any pre-warp civilization" starfleets "Omega Directive"supersedes the Prime Directive Allowing any means possible and necessary to destroy Omega Particals if encountered.
After the end of WW3 on Earth. Scientist Zefram Cochrane built Earths first Warp-Capable vessel the Phoenix. He launched it on April 5 2063 the Warp-Teating would garther the attention of a vulcan science ship operating just out side Earths solor system.Vulcans had not considerd the "earth solor system" or earth worthy of there attention before this time. however the vulcan ship lands and makes first contact.
